In a report leaked to the press today, an anonymous government official has divulged the intended ratio of government spending for abstinence education programs and contraceptive-based sex education programs in the President’s Emergency Plan for AIDS Relief. Condom pushers aren’t happy. According to the document “FY06 Country Operational Plan Guidance,” no less than 66 percent of federal funding should be given to programs that focus on abstinence and fidelity to fight HIV/AIDS.

The Global AIDS Alliance has already responded to the leaked memo, hailing a recent statement by the European Union criticizing the endorsement by the President of abstinence education programs. Apparently the European Union missed the study saying that STD diagnoses are up 62% n the UK.

“Does America really want to take advice from Europe on how to prevent sexually transmitted diseases?” said Jessemyn Pekari, Communications Director for the Abstinence Clearinghouse. “To say STDs are skyrocketing in Europe is an understatement. European nations haven’t figured out how to handle their own health crises and yet they’re quick to give out advice. Abstinence education is the only health strategy that eliminates unexpected pregnancies and STDs.”
