AIDS, Africa, and the rest

There is no doubt that sexual practise does play some part in the continuation of the African HIV crisis, but there is also very good research which suggests that the problem of HIV is much more complex than this and that throwing more condoms at Africa will NOT address the complexity of this serious problem.
Billions of condoms have been shipped into Africa in the last 18 years, yet not only has the HIV crisis there not abated, it has actually become far worse.
This means one of two things, either:
a) Condoms are useless when it comes to major national HIV pandemics
Or
b) This crisis is being mainly fueled by things other than sexual activity, and therefore importing millions of condoms each year is a pointless and financially wasteful and irresponsible exercise
